A 20-year plan for land use, housing, transportation, and the character of Franklin’s neighborhoods.

The comprehensive plan is the City’s long-range guide. The last plan was adopted in 2009. Franklin has grown, housing costs have changed, and the riverfront is no longer an afterthought. This update will set policy for where housing can go, how downtown grows, and how we protect floodplain and farmland at the edge of the city. Phase 1 listening sessions are open through October. A draft plan will be published for comment in early 2027.
